This Friday the Court will issue its second Advisory Opinion ever. It was requested by the Committee of Ministers (to be precise, their deputies) last year and concerns the following question: “whether a list of candidates for election as a judge in respect of a particular State, which the State in question has already submitted to the Parliamentary Assembly of the Council of Europe, may be withdrawn and replaced with a new list, for example where one or more candidates withdraw before the Assembly’s vote.” The immediate reason were problems with the lists submitted by Ukraine.
